USGS SDC metadata issues with CSDGM

Description
As of 5/6/15, only about 1000 objects of SDC's over 6000 objects have synchronized in test due to metadata schema validation errors. There are ESRI-related tags in this metadata, but their usage is not consistent such that we could filter them out.
USGS has a lot of people using ESRI tools to generate FGDC metadata; the ESRI tags then included won't pass FGDC schema validation

We need a solution that will allow all of SDC's metadata records to pass validation.
