Description
Publish the schema with a namespace URI. The URI should be permanent, and not bound to a given server. You might consider registering it at purl.org. When you register it, both the URI and the schema file itself should be versioned so that any changes after it gets published would be added to the next version. For instance:
http://purl.org/ornl/schema/mercury/terms/v1.0
might point to your initial 1.0 version, and after that, if you make changes, you can publish the versioned schema at
