Story #3760: Index Maintenance Story
Upgrade solr to 4.x line

Description
Story to capture effort to upgrade version of solr in use in production from 3.6 to 4.x.
Upgrade would provide memory and other performance benefits. Potential to leverage solr cloud for index replication.\
Effort would include:
1. new debian install package for solr
a. potentially deploy solr on a seperate jetty servlet container separate from t/c, metacat.
2. upgrade of schema.xml files for each index
a. new data types, new tokenizers, parsers
3. roll out into production, replacing previous solr installs, migrating old indexes to new solr install
