Continued work on fleshing out updateSystemMetadata(). Added support to write ReplicationPolicy and Replica list to the database. Working on AccessPolicy now, then will test. Removed buildSmReplPolicySqlStatement() - seemed like a short/simple enough SQL statement to not need it.
