Move the dataone/inst/java directory to the dataonelibs/inst/java directory to separate the two packages. Update the install.sh file to INSTALL dataonelibs. Update the dataone/DESCRIPTION file to depend on dataonelibs to provide the Java libraries. This should complete the splitting of the dataone package into dataone + dataonelibs.
