Create a a new indexing rule to support fully indexing the Pangaea variant of ISO metadata
The indexing rules used for the http://www.isotc211.org/2005/gmd-noaa ISO format should also work with the Pangaea variant.

manually added gmd-pangaea to application-context-isotc211-noaa.xml on cn-sandbox-orc-1 and restarted index processor.
