Node list entries allow for custom properties such as "CN_operational_status" which may be set to upcoming for a node that should appear in user interfaces as upcoming rather than operational.

However, in order for the node to appear in the this, it must be registered and approved which will also mean the node would normally be synchronizing, which is undesirable until the node is ready for synchronization immediately prior to becoming operational.

Services may be disabled in the node entry, however these could be prematurely overridden by a node operator.

This feature request is to provide recommendations and if necessary implementation changes to ensure that a node may appear as upcoming, but not actively participate in services until allowed by a CN administrator.
