Create search index parser support to define how documents of the new format type are parsed and added to the search index. Create an xslt to transform documents of the new format into html for display in ONEMercury. ADC is using EML and ISO 19139 per Chris 4/13/16, so there aren't any new metadata formats to accommodate.

But note that the different flavors of ISO compliance needs to be considered. The Arctica ISO documents utilize the official ISO schemas, whereas NCEI seem to use NOAA-modified schemas. Just need to clarify that there are no conflicts here.
