See related #4144 ticket for history. Change the default on the "direct access data available" ticket to [unchecked].
There has been some discussion about also increasing the font size of this checkbox/text to draw attention to it, as well as providing rollover help describing what the checkbox means. At the point of making changes, contact Amber Budden, Laura Moyers, Dave Vieglais for guidance.
(This ticket deprecates #6873 which was incorrectly placed as a subtask of #4144)

Updated so the 'direct access data available' checkbox is off / unchecked by default.
Added preliminary tool tip "Filter for results which have data directly available through the DataONE packaging standard." But needs feedback for what final tool tip text should read.
