See parent ticket for history. Change the default on the "direct access data available" ticket to [unchecked].
There has been some discussion about also increasing the font size of this checkbox/text to draw attention to it, as well as providing rollover help describing what the checkbox means. At the point of making changes, contact Amber Budden, Laura Moyers, Dave Vieglais for guidance.
