Remove DataONE_CN_Rest_Proxy from DataONE_Cn_Service

And Remove DataONE_Cn_Service.

Initially, I had thought to keep dataone_cn_service as a
component to capture interfaces internal to CN operations.
But, dataone_cn_common is the best place for such code
