add NeXML as format type

Description
Some groups in the R community are interested in uploading NeXML files to DataONE MNs, but the format is not yet registered. Under #3135, the related NEXUS format was registered, but NeXML has not been. Discussion in the "RNeXML project issue tracker":https://github.com/ropensci/RNeXML/issues/90#issuecomment-53006568 has relevant details, and leads me to think that the proper registration should be:
Format Type: DATA
Format Name: NeXML
Format ID: http://www.nexml.org/2009

Where is the schema? www.nexml.org does not seem to resolve to anything except a godaddy landing page.

Rutger Vos, the maintainer of the nexml.org site, says: "Just FYI: the nexml.org domain will come back to life, I promise. I'm switching domain registrars."
In the meantime, I'll see if I can get a copy of the schema.
