Per discussion with the Minnesota Population Center, they are heading towards using DDI (http://www.ddialliance.org/) as a rich metadata, particularly for microformat data. This is apparently a well-known/used metadata format in the social sciences and in human population dynamics/census data. This is a future need, to consider for implementation late in year 5 or early in year 6.
