The info icon popover on the distribution map title does not show on hover. Fix this.

I fixed the problem by adding a popover() call to render, but I had to change the placement for the popup from top to bottom (really underneath the info icon) and change the font-size for the information to 14px from the standard h2 font size. Otherwise the popup is too small render the info.
