Description
a migration plan is needed for updating the existing content in production in coordination with MN implementation of updated MN.update(), and sync content consistency checks.
Also need to make GMN and Metacat updates available.
Can CN sync auto-set the archive field in the sysmeta and notify the MN, instead of failing to sync when it encounters a obsoletedBy / not archived?
