Description

It would be very helpful if for example, a package could be created with local only content, then uploaded along with the constituent parts all together.

That way an investigator could prepare the data, metadata, and package document as a unit and submit to dataone for archiving when ready. The assumption would be that the chosen identifiers are unique and appropriate, but otherwise all operations should be possible prior to storage of the content.

This is implemented.

Currently, the code uploads all constituent parts (scimeta and scidata), then uses the generated URLs for the resource map and then pushes up the aggregate. A better approach might be to reserve all the pids THEN create the resource map and then upload everything. To my knowledge, there is not currently a "batch" upload API which would be helpful here.
