Cryptic error messages

Description
Some of the error messages are cryptic, for example when trying to create a package:
ERROR Unexpected error - error: [Errno 61] Connection refused
Explanatory text should be provided to guide the user towards correct operation.

Sorry, yes: Run "dataone", then without setting any parameters, try "package new test_1"

The current default CN URI is "https://cn.dataone.org/cn". Just let me know if that is not going to be the default.

By the time the error is caught, it is not known what caused the error - trying to talk to the CN or the MN. As a result, I am using the generic message:
@Could not communicate with the DataONE node - either it is not correctly defined or it is not currently working.@
