b) Do not have the panel flush with the top of the browser window but spaced as in the public website.
Missing the 20 or so pixel margin at top of ONEMercury UI that shows the teal background.
ONEMercury pages were not originally created with div layouts, rather tables were used and creating this padding is difficult without shifting much of the table layout.

Fixed. Missing reference to plum-style.css from dataone.org where header/footer margin classes are defined. Added classes 'header-group-wrapper footer-wrapper' to page-inner-frame div to define top and bottom margins.
