Multiple c-node replica entries appearing in system metadata

Description
Not sure if this is an issue or not, but the generic CN node id appears three times in the replica info instead of the expected once.
Example:
curl https://cn-dev.dataone.org/cn/v1/meta/dave-00-test
has replica entries:
