Description
We are using tickets to track risks. The proposal is to use tickets to track significant design decisions, by analogy. One issue is that the standard Trac reports may need to be updated to exclude decisions from the list of active ticket reports.

Given that we've not done anything with this in 6 months, closing this as moot. Won't be useful for the CE side of the world.
