Description
There are several different components that need use of the ObjectFormatCache.
We should always be able to retrieve the disk cache from dataone common java. However, if a component uses the disk cache in dataone common java, or the cache from libclient should be, the interactions should be the same.
Also, we wish to disassociate the dependency of metacat on d1_libclient_java.
