Host for development server is:
cn-dev.dataone.org -> 128.111.220.50
Accounts are controlled through LDAP, with any valid LDAP account on ldap.ecoinformatics.org that is also in the group dataone-sysadmin eligible for access.
Administrator is: brand
Additional accounts with sudo root access: jones, vieglais
Additional accounts (current, more later): daigle, dahl, palanisamy

Jim should already have an account - confirm that Jim can log on to trac.dataone.org, and while there check that the correct email address appears in the preferences page (link at top right once logged in).

Server is documented in this bug, as well as in the cn-buildout/SystemConfiguration.txt file.
Green has an account, and it is working.
Closing as fixed.
