- pip and been upgraded to fix the bug that prevented pyxb from being installed as a dependency, so removing instructions for manual install.
- Removed setting of locale in setup.py. It does not work on Windows. It was there to support files with Unicode filenames. I'm instead renaming any files with Unicode names.
