Updates to mercury for tomcat7. In poms removed tomcat6 jar deps, added servlet 3 deps. Fixed broken use of a jstl function. Fixed use of DWR request handler config for tomcat 7. Raised the version of mercury common and mercury ui pom versions for release in CCI 1.2.7
