Use stacked chart by default and disable the auto switch to grouped.
Now using these three categories: data + packages + metadata = total stack. This makes the scale intelligible and basically fills the top of the bar with "the rest". In grouped mode, it does not look correct because you'd expect to be able to add each group to get the total, except that the metadata bar is already at the total. This may just be a scale transition issue, but I think we will drop the grouped chart option anyway.
