Revision a82ba34c
added tests for MergeSystemMetadataTest strategy class. Added sample sysmeta xml files in d1_test_resources. Refactored determineAscendentSystemMetadata to use mod-date to break ties even when not all of the instances are at the same version. Squashed a couple NPE bugs.
