Added more unit tests related to resource map parsing and refactored the parseResourceMap method to also use the isDocumentedBy triples for determining the Identifier Map. Removed URL decoding from the Identifier statements, since they should not be URL encoded in the first place, and double decoding can deform the identifier string.
