Adding initial implementation of a client side workspace cache. This is to be used by tools such as ONEDrive
to reduce traffic to the search index and other nodes, and will also enable offline operation of ONEDrive.
By default uses an sqlite3 database as the cache database.
Basic functionality is implemented except for population by SOLR queries.
