Adding a tool to support RT monitoring of services like hazelcast via StatsD. This service forwards datagrams sent to statsd to a websocket service, which can be viewed with a simple web UI, a prototype of which is provided.
The prototype service is running at https://statsd.dataone.org/statsd2ws/
