getNodeCapabilities getCNCapabilities called from cn.dataone.org/cn (or cn/v2 ?) should return the current cn's capabilities.
getNodeCapabilities called from cn.dataone.org/cn/v2/node/{nodeId} should return the nodeCapabilities of the NodeId provided as understood by the CN.
getNodeCapabilities called from cn.dataone.org/cn/v2/node/{nodeId} should return the nodeCapabilities of the NodeId provided as understood by the CN.
