The WebTester seems the web tester tends to hang, because it doesn't provide output until all tests are run, and tests now take multiple minutes to run. crash periodically. Also, the WebTester does hang, but it is difficult to differentiate between set up a long-running request and a true hang.
Need cron job to make more responsive restart daily, or check and informative to the end-user. restart.
