The context configuration for Metacat needs to be adjusted to set dispatchersUseEncodedPaths="false"
This needs to be configured in the CN metacat installer to ensure future operational stability.

The code on both trunk and branch were modified. I just deployed a Metacat on cn-dev. It appears that the change works.
