The system metadata is described using text:
http://mule1.dataone.org/ArchitectureDocs/SystemMetadata.html
A schema needs to be generated to:
a) verify that content matches what is expected
b) programmatically advertise the structure of the system metadata
Two options for describing the system metadata are xml schema and RDF schema.
Since the schema is fairly small and validation is perhaps the main criteria for early implementation, it might be best to go with XML Schema for now. (generally better tools for working with xml schema compared to RDFs).
