MN sync stats is not reporting 2 of the 3 values being collected, need to fix.

Another defective data tamplate. Threw away and rebuilt. created Cacti troubleshooting document and put in the operations/monitoring directory in SVN. Seems to be collecting and displaying all 3 values now.
