Add an attribute "provideScienceMetadataFor" to the system metadata description to indicate that a SciMeta document provides science metadata for the specified target.

Added two new fields -- Describes, and DescribedBy -- which allow the relationship between a data object and metadata object to be indicated. I chose not to constrain this relationship as originally requested (provideScienceMetadataFor) because the idea of science metadata is only loosely defined, and it would be difficult to have a definitive list of which object formats qualify as science metadata.
