There is a recommendation for expressing data citation information in dublin core, though does require some extended elements: http://dublincore.org/documents/dc-citation-guidelines/
This may be instructive for recommendations to data providers especially with respect to the expected form and content of dublin core metadata when it is all that can be provided by the MN.
