The Data Package is a useful concept for describing fundamental units of information in the DataONE system but is very fuzzy when getting to the point of implementation.
Need to work through the description of the DataPackage and make it clearer.

Removed the somewhat confusing "data package" description from the architecture docs. The notion of a data package has been supplanted by system metadata and the general notion that all data and science metadata have associated system metadata that also binds data with science metadata.
