The package API
https://releases.dataone.org/online/api-documentation-v2.0/apis/MN_APIs.html#MNPackage.getPackage
is a convenience method for clients to download a complete data package in single call. The result is a ZIP file in the BagIt format
The goal of this story is to fully implement the Package API on GMN.
