Base on chris' request, we are going to release portal 2.3.1 first. And deploy it to the production CNs.

I just checked there is no change in d1_portal by comparing svn repositories. The changes happened on d1_portal_servlet and dataone-cn-portal.

It also includes the ben's fix on the extension of the timeout of the servlet session.
