Description
The "Download All" action button that can be found at the top bar on some data package renderings (e.g., https://search-sandbox.test.dataone.org/#view/scimeta_1043.xml) is not found on other data packages that contain multiple components (e.g., https://search-sandbox.test.dataone.org/#view/6ce7ea14-a17a-4fd7-b773-ed0431a4deb8).

The UI will only display the Download All button if that member node support the DataONE v2 API, in particular MNRead v2 services. The UI will check the services listed at cn/v2/node.
As you can see at https://cn-sandbox.test.dataone.org/cn/v2/node the Northwest Knowledge Network member node doesn't list MNRead v2 as a supported service.
