refers to logging into the CN to register a user identity at:
The portal user interface has been replaced by the login functionality in the new search system, which handles both authenticating a person and registering them with DataONE. The documentation should point people to https://search.dataone.org and related sites for them to login and register with CILogon and other services.

I do not recall deprecation of the portal in favor the search UI for account management being discussed or added to the work plan.
