Description
5 v1_v2_interoperability tests are failing because they are not finding a node to replicate to beyond the CN (accomplished in synchronization). Replication isn't creating the 3rd replica for some reason or another.
(Maybe it's stalled - not ever reaching COMPLETED status?)
Other tests are passing (52 out of 57), but may not have the same dependency on replication...

The service that creates replica requests had just gone down. No bug.
