There is some question as to the completeness of the proxy implementation changes from Spring to Apache. Full transition is not critical for V2 - the purpose of this task is to identify how complete the work is and capture remaining work in a CCI-2.1.0 activity.

Unfortunately, I do not see evidence of this change in trunk where I'd expect in cn-buildout/dataone-cn-rest-service. For the sake of the 2.0 release, I think we should stick with the Spring-based dispatching, heavyweight as it may be.
