Monitoring will let us know when the web tester is down, allowing us a manual restart.
set up something against the mncheck.test.dataone.org endpoint on monitor.test.dataone.org.

mncheck.test.dataone.org is already set up to to TCP checks via HTTP on port 80 (no parameters). I set myself up as part of the Operations_Admin group to start getting notifications.
