This gives people the option to run the WebTester webapp locally from the command line.
Work involves building in Jetty support and deploying the MNTester .war file to releases.dataone.org, and documenting on the MNChecklist.

coded in the jetty server classes (Launcher), and tested the ability to run from the command line
java -jar MNWebTester.war
and from Eclipse using the unassembled configuration. Updated the README file. Users will still have to request test certificates to run Tier2 or higher tests.
