Description
The ID of the Sysmetadata file can be combined with the path to the metacat store directory to make the full path to the Sci Metadata file.
(might need to add '.xml' to the end, but not certain at this point if needed)
Assume that a .properties file will contain the path to the metacat store directory and that the .properties file will be injected into the class containing this method
