Description
As a developer, I need to specify the public API for the synchronization service so other systems can utilize this service
-- involves specifying each API that is publicly accessible using IDL syntax
-- involves specifying the REST interface for each public method
Note 1: this service may not have a public API at all, as there may be no need for publicly callable methods.
Note 2: the registration service handles getting the list of Member Nodes to be polled, so that is not in scope of this API

This issue seems to be invalid. There are no publicly facing synch or replication APIs for the CNs.
