Description

As the KNB node manager, I want the DataONE get() method to be implemented for Metacat in order to participate in DataONE
- involves refactoring current REST interface in metacat to use DataONE API
- write unit test for get REST service

Unit test now written for this get() function, and is found in MetacatRestClientTest.get().

Need to add HTTP codes to responses and exceptions to response bodies.
