Suggestion is to place the download links near the top of the metadata detail view. possibly below the citation information.
Maybe a js panel triggered by a link,button similar to the strategy used on the search results page?
Update xsl transforms for each science metadata format to generate an known anchor/parent DOM element and attach links (or buttons for download panel) outside of xsl?

Added "data file" button to top and bottom of metadata detail display page. Triggers javascript overlay panel displaying file name, type, size, and download link.
