Make use of information provided by ORE resource map associated with science metadata document to provide href links to associated data files.
Needs to be added to FGDC and EML science metadata display.

Removed science metadata download section from eml and fgdc xsl transforms.
Created new "Data File" section below science-metadata display that contains links to science metadata file and any data files associated through ORE resource maps (data packages).
Current search and one-mercury implementation supports only public read documents. Data files that are not public read will be listed by id but a link will not be created.
